I created a few tests that must pass in the vectorization of the poverty line. I think there is a problem with the
wattsindex when vectorizing the poverty line.We are releasing a new version of the data on Sept 19, so I can't merge #403 before that. However, let's aim to have #403 and this one, ready by then, so we can merge into DEV as soon as we release the new data.
